Thinking outside the box ... to make health care affordable and portable. Fully restore the individual coverage health market, with at least 20 competitors, by no later than July 1, 2001. Permit optional worker control of their families' health plans, using the same dollars now controlled by their employers (and/or their unions). End today's discrimination against the majority of American households ...small-business owners & their employees. Work to repeal the 2% hidden tax on insurance premiums. Of that tax, less than 6% pays for the Insurance Commission budget. All the rest goes to ... the General Fund. Restore accreditation & audit staff, by cutting waste elsewhere.
